At Peninsula Clean Energy, we believe everyone deserves access to affordable, clean energy. Our mission is to deliver electricity at lower rates to our local community while helping California build a more resilient, carbon-free power grid. We hold ourselves accountable to keep our energy rates stable and competitive, and we’re committed to a larger goal: provide our customers with 100% renewable electricity by 2030.

Bold Beginnings
Local choice rooted in community leadership
Community Choice Aggregation (CCA) was created to allow local governments to procure electricity for their communities, providing a cleaner, local alternative to investor-owned utilities.
Peninsula Clean Energy’s journey began in 2016 with a powerful vision to provide San Mateo County residents and businesses with an alternative choice in energy that could accelerate climate goals for clean, emissions-free electricity.
Established by the unanimous vote of San Mateo County and its 20 cities, PCE came to life with a mission to deliver clean energy at a discount compared to PG&E rates while prioritizing local control and environmental responsibility.
With founding CEO Jan Pepper at the helm, PCE set out to expand energy access, stabilize electricity costs, and reduce greenhouse gas emissions for every customer. Jan’s background in renewable energy and the tireless work of local community leaders helped PCE launch in record time, driven by an ambitious goal. We aim to deliver 100% renewable energy annually by 2030 and contribute to the State’s 2045 goal of being 100% greenhouse-gas free for transportation and building electrification 10 years earlier—by 2035.
Today, Peninsula Clean Energy remains deeply committed to its founding vision, offering key strategies to provide clean, equitable energy; create jobs; and strengthen community resilience against climate impacts. Guided by a bold, forward-thinking strategy, we’re dedicated to keeping rates affordable, advancing local renewable projects, and ensuring customers feel valued and empowered in every interaction.

What we mean when we say we are not-for-profit
As your community-based energy provider, we have a clear focus: keeping your electricity costs as affordable as possible, dramatically reducing greenhouse gas emissions, and investing in the communities we serve. As the official electricity provider for San Mateo County and the City of Los Banos, we strive to continually advance a sustainable energy future for everyone. Because we serve you—our customer and community—our values and structure are different from traditional utilities.

Peninsula Clean Energy (PCE) is a California joint powers authority, created for the purpose of serving as our local community choice aggregator (CCA). CCAs are local government agencies that have responsibility for providing electricity to residential and business customers with a mission to create community benefits and reduce greenhouse gas emissions. There are 25 CCAs in California providing clean electricity to over 14 million people.
